It applies when all of these are true:
- Service is likely to be accessed by children under 18
…unless:
- Q3_AGE_VERIFICATION is not Yes
- Self-declaration may be sufficient for low-risk services where verification would collect more data than the service itself. (ICO AADC Standard 3 Guidance)
